kapampangan is a dialect spoken in Pampanga. I dont know where you can learn it. find someone who speaks the dialect?

In Pampanga or Nueva Ecija. Since it's not the official language of the Philippines (Tagalog is), You'd probably have to spend some time there. And again, most but not all the people living there speak it. My brother-in-law does, but my wife is not too good at it. :-)
