They can't, unless it's been asked for. Everything else is considered spam (UCE: Unsollicited Commercial Email).

The sending of any unsolicited e-mail is spamming. Just because it is business to business does not make it not spamming. It fact, spam is one of the biggest things most companies have to fight. Most have strict firewalls and filters in place that prevent them from ever seeing any unwanted e-mails.

You can't unless you already have an existing relationship with them. If you send them a commercial email and they say they don't want anymore then you can't send anymore.
