I just moved into my apartment and the windows are horrifying. The panes are all cracked, have old lumpy paint, holes, etc. I can't get new windows because I'm renting. Who would "specialize" in doing these sorts of repairs? A painter? A jack of all trades handy man? I couldn't do it myself because of the severity of it.

If there's nothing wrong with them (ie: letting in drafts etc.) then a plain old handyman could come in and do something with them. At your expense. If they REALLY should be replaced due to any major problem ( drafty, cracks that aren't caulked, mold etc. ) then call your landlord and tell him that they need to be replaced, He can't kick you out for it, or raise your rent. Don't worry.

an handyman look on the internet... in google type in where do i find a handyman in .... what ever city and state you are at and it will bring you up some sites to check out! I would if I was to do it myself ... scrap off all the old stuff with a scrapper and paint remover , sand it down , get wood filler it fill in any holes and let it dry ... sand it down ... use kilts first then semi-gloss paint ... my best work I ever done ...not so hard and saved over 500.00 dollars over all of my house windows about 11 of them total!

Just hang some sheers over the ugly windows and put your money in the bank so you can buy your own place. Why would you want to pay to fix up someone else's property?
