You said the contractor said it wasn't them....Have you had work done recently, if so it may be their fault it sounds like a loose neutral which can be a fire hazard I would have them check the main neutrals(seeing how all your lights flicker), if they don't find any loose, they can also check the neutrals that come in from the power company and if it's the power company the Electrician can call the power company and let them know what's going on, If you don't have anything loose have your power company put a voltage monitor on your service to see if they are having voltage drops which would cause your lights to flicker, but it does sound like a loose neutral.

My used to that when drunks left a certain bar and hit a certain telephone pole than There was a problem with raccoons and birds on the ......damn ,forgot what it's called and my grama has a short that gives her trouble ,My uncle was an electrician for the navy and they had a similar prob ,A screw had fallen into a power box . So many possibilities you just have to trace all your wires .

Poor grounding can cause you all kinds of problems. You need to determine when it does it, like if the wind is blowing, etc. An electrician needs to be there when it actually happens.

If its any consolation its happening in my home too...lucky for us its only 2 lights, but in the dining room so its kinda annoying.
We think its the light switch, not connecting to the mains properly. In your case it may be the mains not connecting to the world properly..??
