There is nothing to fix. You are using a system that has a video card the uses part of your regular memory to operate. (Standard in all Dell desktops and most other brands). Because the video card is using the memory, it is not available to Windows, so it does not list it when it shows the system memory.

Your 512mb minus 368mb equals 144mb, an onboard vga card would take 64/128/256/512mb. If this shows at bootup then you could have corrupt memory. If this shows in windows it means you have software running in the background that is eating up your memory : press ctrl-alt-del and select Processes

You will never have 512RAM available for your use. Windows, antivirus program, along with anything else you have loaded will be using part of your RAM at all times.
How many programs are you loading at startup? Load only those you intend to use regularly.
Are you using a screensaver? Wallpaper? Be aware that graphics consume memory. Try resetting your screensaver to blank and see if this doesn't make a difference.

if a program is telling u this its because with Windows running in the Ram along with other programs your Ram will not equal 512, it will tell u how much u have left because the ram is starting to get filled with programs that are running

Your best bet is to check to see if your memory is bad, you may need new memory.
