Grind the stump out. It can be done cheaply, and you will not have to put chemicals into the ground, which contaminate the local watershead.

The best chemical for your use would be triclopyr, sold as brush-b-gon. If the stump is still fresh, it will be asborbed and kill the roots. If the stump has dried, wait until there are resprouts and spray them. By only applying the chemical to the stump or leaves, there should be little problem with contamination.

You Tordon, you can get it at an ag center. It is about $12 a quart, but goes a long way. Any stores that sell to farmers would have it. They use it when they cut along fence lines so the trees don't grow back. It also causes what is above the ground to rot and make it easy to break away. I had heard they were going to ban it, as they do with everything that works good. So far I still see it at ag centers.

Go with Meep's answer. There is no need for toxic chemicals. Stump grinders are quick, easy, and affordable.
