I imagine because the coffee and donuts are free,
and it gives them a nice sugar and caffeine rush...lol

as an ex-police officer, we get FREE coffee; we had to PAY for the donuts!! donuts & coffee go together!!

They go with coffee and they seem to take a lot of coffee breaks, but that is probably not true. It is just that they are so visible to the public eye.

They are quick,easy to hold and take with you if you get a call.Also the sugar high may be a factor too

After smoking that much weed, doughnuts are quick and easy to pick up.Also when you're that high it is easier to eat without utensils.
