I spent my first 20 years in Redwood City and Palo Alto and the surrounding area. If you don't want to be in Palo Alto, but near it, I would recommend (roughly in order of price range) Los Altos Hills, Portola Valley, Atherton, Stanford, Woodside, Los Altos, Mountain View, Menlo Park, Redwood City, and San Carlos. They are all pretty safe and convenient places to live with pretty good public schools. I would avoid East Palo Alto, although it is getting safer recently. If you are willing to commute I would add Sunnyvale, Cupertino, and Fremont.

San Mateo is very nice...definately do not live in San Jose. I lived in Mountain View for about a year and I liked that city...Palo Alto itself is very nice and affluent.
