I had the same problem.
I started cycling to and from work every day, about 40 minutes a day.
2 weeks later my boots did up! I didn't change my diet or do any other exercise. Worked a treat! I know its horrid outside at the moment, but it will be worth it! Good luck

One of the fastest ways to tone up legs is walking. I don't mean a stroll down the street. I mean two miles or MORE at a time. Also include in your route steep hills if possible. My wife lost 18 pounds in one month by following this example. She is now up to four miles a day and has lost over 25 lbs. Walk at a brisk pace but don't overexert yourself to where you can't finish the full tour.

You could try buying a boot keeper (the things you put in leather boots to stop them creasing) and set them a little wider than the boot.
It sounds like large calf muscles rather than any weight you could loose.

Download your favourite tracks to work out to. If you’ve committed to a half hour session a day then a 30-minute soundtrack of the most extremely upbeat, motivating tunes will hold you pumped up!

Wear comfy shoes in order to take meetings for a walk rather than sitting at a desk.

Try a body wrap, if its down to excess water retention this could shave off a few inches

Ask for your entrée to be served on a bed of greens rather than a bed of pasta or mashed taters.

Walk to your co-worker's desk to chat as an alternative to instant messaging.
