Yes he can. Actually most of the Argentinians and Brazilian players are either Spaniards or Italians.
After working in Europe for a number of years, a player can apply for citizenship. This is something that is very convenient for the club they play for. European regulations set a limit to the number of no-European players a club can hire.
Rafa Marquez, like Ronaldo or Roberto Carlos had an Spaniard passport, Spaniard citizenship but they will not play for the Spain´s team. FIFA´s rule comes into play here. One player can only play for one national team, and this is the country of origin, no the country of citizenship. (There is an exception to the rule, if one player had never play with his country of origin, then he can play for the country of adoption)

Rafa is still Mexican, he has both nacionalities, he can vote and has full rights and obligations as any other Mexican. Now that he's ALSO a Spain citizen has also those rights.
He can't play for Spain nor allegate anything in courts since he has played for Mexico in the national team.
Spain citizenship is only an administrative form to not use a foreing spot in Barcelona.

Mexico and Spain have a double nationality agreement. (Its
politics) Mexicans and Spaniards are like Englishmen and
Americans.
Rafa is still going to play unther the mexican flag. Rafa has both
nationalities. Barcelona made this move so it could accend to
the fist team another mexican, Giovani Dos Santos or another
forgein. The teams of la liga espanola have a limit of forgein
players. If Rafa can use that politic advantage Barca could use
another forgein to supply the abscence their injured fowards.
Another example of this is argentina and Italy, they have the same agrement that mexico has with spain.....

He is a Mexican international. Because he has already won caps with Mexico he has to stick with them, and cannot play for another country, according to FIFA rules.
Having a Spanish passport simply means he doesn't need a troublesome work permit if he were to move clubs, as he won't be regarded as a non-EU player. Otherwise he is still a Mexican player.

the rules are now different, you used to be able to chop and change. PUSKAS did it along with others. but once you have affiliated to one national team unless your country changes like Czechoslovakia into 2 countries or Yugoslavia into 3 or USSR INTO 20,YOU MUST REMAIN WITH YOUR ORIGINAL CHOICE.
He can apply to change nationality go through the courts and eventually be eligible for Spain to find out hes way down the pecking order

I didn't know he became a Spaniard Citizen. If he obtained both nationalities, Spaniard and Mexican, than he can still play in la Seleccion Mexicana.
