I was referring to hair that has already broken off midway. Will that hair get repaired? Or is the entire shaft of hair made of dead cells only?

Hair is not repaired after being broken, but if removed it will regenerate, assuming that the folicle hasnt been damanged. The entire hair is composed of dead cells.

hair is dead to begin with
its made of a protein named keratin much like your nails.
so whatever it repairs, it starts within your body.
all the gunk we put outside is just for aesthetics.
