To see if the baby is under stress. If the baby's heart rate drops a lot during contractions and stays low, that could mean that there is a problem, and they may have to do a c-section.
I have two little girls, and have had it done during labor both times.

Whether you have ruptured membranes or not when you're in labor they hook you up to check the baby. Heart tones is a good indicator of any "stress". My oldest was showing signs of distress (his cord was strapped around his shoulder like a one strap backpack); he wasn't getting enough oxygen.
