Oh well that is obvious.
Before the election I read an AP article that OPEC said it was going to be cutting oil production in late fall and that gas prices would go up. So Cheney is over there to give them the official go ahead.
Whatever the reason is you can be sure its not the reason they say he is going and that we will never ever know the real reason for him going.

My guess, is GWB has too much on his plate at the moment! I believe that Cheney is doing a 'rest assured' visit to the kingdom of Saudi Arabia.

Saudi Arabia is most concerned about the expantionist ambitions of Iran, and is looking for assurances that it's @ss will be covered if the US decides to vacate Iraq.

Saudi Arabia is a rich, and friendly nation to the USA. Good thing if we keep up good relations with them.

Don't you know? He's there to replace a tyrannical and opporessive regime which supports wahabbism (an extremist Islam system that considers Christians and Jews as heathens) and perhaps with help of his shotgun, he'll give the people of Saudia Arabia the freedom and democracy they deserve.
