Some years ago on TV it was advised to line inside the cistern with polystyrene. I can't really see how this can be done. Couldn't you make something with wood to enclose the cistern to stop the warm air striking it? The only way to stop condensation forming on your window is to either have it double glazed, or you could buy clear acrylic sheets etc., to make an inner pair of sliding windows. Don't have carpet on your floor if cistern drips, lay vinyl or tiles which wipe easily.

Have you tried washing up liquid? Just squirt a little onto a damp cloth and wipe over the glass then wipe off with a dry cloth or tissue, and try it on the cistern too. It's a tip I picked up years ago to stop my specs steaming up when opening the oven door, (although I actually wash my specs so as not to look through a smear), and I've used it on windows and mirrors.

Install an exhaust fan in the ceiling yes that thing no one use they really do work, turn it on when you take a bath or shower and leave it on aprox. 15 minutes after you are done and the problem will be fixed. These fans are not difficult to put in and they are cheap.

you need more air circulation and some heat , just an electric towel rail could do the job , the bathroom should have a vent going to the exterior . an old wives tail is a bowl or saucer of salt

warm up the room- better still improve the thermal insulation in the roof/ceiling.
Open a window when having a shower.

best way is to leave your bath water runnin on cold for a few minutes when filling your bath and then running the warm water
