I thought italics meant emphasis, bold meant... say it louder, but aren't those practically the same thing?

Bold does not mean say it louder. It simply implies emphasis.

Italics are used for many things.You should italicize titles of journals, books, newsletters, and manuals; letters, words, terms, and equation symbols that are being highlighted for discussion; foreign words; words or phrases that are being emphasized; and names of specific vessels.
