Just went through this with a brand new car, get someone to go under the car find the starter and tap it, not hard, with a hammer. At the same time try to start the car. It should work around the third time you try it.

If its a car with fuel injection, either an intake leak, or idle control sol.
A car with carburator choke not set right, or high idle not set right

If it has a carb it could be the choke. If it is fuel injected its could be a cold start injector. Could be the starter and check spark plugs.
