First, I do not know your reason for reinstalling XP but I assume you are aware that you can roll back to an earlier working version w/o reinstalling anything either by start>help and support> pick a task> undo changes/system restore or enter Setup on a restart(F key listed at top right of screen when computer first comes on) and change from fast boot up to FULL boot. If a problem exists it will eventually give a list of options and just choose "Last Known working version" In any event leaving everything connected will not hurt anything XP will just do extra for install (network stuff)

if u reinstall without formatting it will just put it over the top, i would advise getting a program like drive scrubber,that will write ones, and zeros to the drive. u can also format the drive during the startup install.

as for the usb devices, they should all be unplugged and only reconneted when windows is reinstalled fully.
