The equation just requires manipulation. First insert an equal sign for clarity and solve for an equality equation.
2/3x(x+4)=4/5(x-5), multiply through, 2/3x+8/3=4/5x-4, rearrange, 4/5x-2/3x=8/3+12/3, note 12/3 equals 4, now factor and simplify using common denominators, x(12/15-10/15)=20/3, simplify,
x(2/15)=20/3, divide both sides by 2/15 remembering to invert and multiply fractions, x=20/3*15/2, solve, x=50. Reinsert unequality sign, x<50 and try your answer in original equation. You'll find both sides will equal 36 when using 50 and then if you use less than fifty, the equation is true!!

solve for x
-2/15x>-100/15x
x<1500/30:make sure to switch the sign from > to < because you divide by a negative coefficient.
