You will be penalized by the immigration on the day of your exit. They will trace your arrival date. But you can extend your stay for another months. If you stay more than 21 days you will be fined at the airport. Usually this amounts to a shakedown for money.
If you go to immigration in Manilla, you will have to bribe the officals there to get an extension. No bribe = No extension.
Why not think about going to a place where tourists are treated with respect ? Like Thailand or China ? Or almost any where other than the Philippines.

If you come to the Philippines there's a very strong chance you'll never want to leave, so get your passport to an agency as soon as you arrive, such as Swagmen Travel/hotel on Flores st Ermita, and get them to renew it before the 21 days are up, and then just leave it with them to continue renewing your visa for up to a year. It only costs around 300usd for the whole year of renewals.

When you try to leave they'll fine you the amount you owe for overstaying your visit before they'll let you on your flight. I'm sure the airport police and officials won't be too happy dealing with that situation though. Most people manage to go to the Bureau of Immigration office to get an extension if they'll be staying over 21 days.

If you don't return and extend your visa, you will get fined and worst be harassed. I don't think it is much of a problem if you just extend your visa.
As for Sonny.....China and Thailand? and get Bird Flu and SARS? I would rather risk myself being extorted than get sick. Even though Philippines is not a developed country and has its own health issues, at least we can proudly say we never exported these God knows where diseases.

u can go the bureau of immigration and have it extended..
to sonny.. if u don't like the philippines that much, then why do u keep on being sarcastic!! if u had a bad experience with them, then don't generalize.. as i have read from other answerers, they find our country nice and the people are friendly.. just forget the politics and some people from the gov't.

You can go to BI office in Manila, or their extension office in Angeles. In any case, your passport winds up in Manila where they stamp in a 2 month visa which is renewable in 2 month increments.
Whatever you do, try to keep your passport in your posession. If you turn it in anywhere, get 1. a receipt, and 2. a xerox of your details, as well as any applicable visas.
