Actually, WWI ended with an armistice, not a surrender. The Central Powers (Germany, the Austro-Hungarian Empire, and the Ottoman Empire) were, in essence the "losers", but did not surrender per se.

The Armistice ending the fighting of WW1 was signed by the Allied powers including Great Britain, USA,France and Belgium. they accepted the surrender of the Austro-Hungarian Empire, the Ottoman empire(Turkey) and Germany. This armistice was to begin At "the eleventh hour of the eleventh day of the eleventh month" of 1918.

The cease fire was not the end of the war merely the end of the hostilities. the war did not officially end until 1919 with the signing of the treaty of Versailles. this treaty and its harsh conditions and strict reparation payments for Germany and its allies was a leading factor in the rise of fascism and is argued as a cause for WW2.
