Take her out to eat at her favorite restaurant, and then maybe rent a nice Hotel room that has a Jacuzzi. Do whatever you know she thinks is romantic and be sure to make her feel special.♥

Do something fun and not serious. Go bowling, sky diving, bike riding, helicopter ride, amusement park, etc. What ever she might like but that would catch you both up in an activity so you aren't sitting over a table talking about getting old. Anyway, she needs to lighten up on this age thing because that's reality. If she is having this much trouble at 40 what is her plan for 50? Lol.

Fly her to Vegas for 2 nights. It really doesn't cost that much. What a memorable 40th birthday! You don't have to gamble, there is so much to do and to see. She will talk about that birthday the rest of her life.
By the way--you are a sweetie--like my ex would have ever thought of doing something special for my birthday.

Why does she insist on abroad? Anyway, lots of flowers and a long weekend for you both taking her away from home chores. In Uk you could have a right royal weekend on that sum of money.
