As a school counselor, my first question is what is the age of the child? For small children who must depend upon an adult, yes, it can be a problem of neglect. If it is a persistant problem, the parent needs to be held responsible. An occasional tardiness may be excused.
By the time a child is of middle or high school age, he/she should be responsible enough to get up, dress, and arrive at school on time. The child should then be punished, not the parent.
I had a student one time who failed to graduate because he missed his first period class over 30 times. He just didn't want to get out of bed on time. I didn't feel the least bit sorry for him.

No by no means is a child being tardy for school a form or a sign of child abuse or neglect. I can speak first hand. I'm a single mother and was working 2 jobs in order to make ends meet. It was difficult getting myself ready every morning plus help get my 2 daughters ready for school each day. We are consistently late every morning - usually no more than 5 or 10 minutes, but they were at school every single day. I believe they only missed 1 or 2 days when they were actually sick. I have never abused either of my daughters and my children are quite happy. They both are excelling in school and my oldest has the highest marks in her class. So, just because a child is late for school means diddly.

Not physical abuse anyway... are they late everyday? Maybe the parent has a drinking problem or something else and the child has to get up themselves.....i would need more info but if they are just plain late every once and a while i don't think it's a big deal....how old is the kid?

I think your question needs to be a little more specific...Even if it is every day or every week, it may be poor planning but that does not mean there is a 'problem in the home.' Are there any other things that may make you think this? Is the child withdrawn or the parents evasive when asked? Is it a young child or a kid in jr high or high school who may be responsible for getting themselves up and ready and out the door?

It depends. If it happens all the time, it is neglectful of the parent not to be sure they're on time. If it happens every so often for legitimate reasons, I don't know why anyone would think it was abuse or neglect.

I dont. There are many factors. I have been there and God knows I tried....I had to travel (for work) wife had to go to school early in the a.m., the family we ha arranged with to poic him for school came late..what do you do...leave school or leave wrok..
Evry case shld be handled on its own merit there are several factors and its unfair to place a blanket judgement....most parents are caring and loving and want the best for their children..and when thngs don't happen the way they want they are the first to feel guilty and bad about it...thats fo a fact..
of course there are some crazy parents too...those I believ are exceptions

I would not consider tartiness as an indicator of child abuse. However, if it is happening frequently, it may be because the parents are not overseeing the child appropriately (depending on the age).

Probably just the people who don;t have kids and have not had to go through the ordeal of getting them up, ready and oout the door in time.
