Is it the wind speed, thunder and lightning, how heavy the rain is?

A storm has to do with strong winds. I'd say anything stronger that 30 mph winds is classified as a storm. Plus, storm winds do damage other than flooding that a heavy rain would do.

For me, it's heavy winds, driving rain plus thunder and lightning. In other words, when it becomes dangerous to go out in it.
