I have based board heaters that are fed off of my Boiler. They work in several rooms of my house but not in others. Who should I contact to inspect and repair the problem? It is a Oil Heating System and uses hot water to heat the house.

There is trapped air in the pipe, you should have an air bleeder where your pipe goes back down thru the floor, open this till you get nothing but water coming out(in a bucket) check pressure on boiler if you let too much out, may need to fill a little bit.

i ought to wager that the black things you're speaking about is mould that has grown because the water evaporated. There are mould cleaners accessible at homestead progression shops. this is not a sturdy idea to apply bleach because it destroys the timber fibers.
