You don't need a visa for one year, you come as a tourist and give your passport to a good travel agent and they will renew your visa every 2 months for around 45usd a time.
You can stay here for a year like this, then take a cheap flight to Hong Kong for a day or two and come back and do it all over again!

first, get a passport (avail at any post office)
after this, you can contact the Philippine embassy (in Wash., DC)
or possibly the US state department
