Give her a really nice friendship birthday card, cards are always personal and always a great way to say how you feel, plus its something she doesnt have. Also...when its my friends birthdays, or even at christmas, I like personalized gifts..there are alot of great ideas and Im sure you can find something in there for her and alot of the items arnt that pricey. Here are the sites I go to...

Sometimes the simplest of gifts are the best.
Try taking her out to the local coffee shop. Buy her coffee and a treat.
Or, maybe take her out to a movie.
A simple thing to do is say "This is your special day. What would YOU like to do?" When she does, you can say..." Well, I thought I'd take you out to cofee (or icecream or whatever) first"
Your friend will value your company most of all.
The scrapbook idea is a fantastic idea as well. I've done that a few times myself. It's great to look back on pictures and memories.

If you are really really really good friends, do something personal for her. Make something for her using your computer. You could make a book with pics of you and your friend and stories about fun, crazy, or memorable times you had together. Get the book bound with a cardstock cover you make yourself. You can have binding done at Office Depot and other such stores. Kinda like a scrap book but everything is computerized so it is much faster and professional. I made one for my friend and she cried she liked it so much, but we have been friends for years so we had a lot of memories. Good luck on the hunt for the perfect gift.

money ought to purchase you lot of issues, in spite of the indisputable fact that it cant get you a nicely although that out present. You cant move incorrect with a image body with a very tremendous image of you 2 or a set of acquaintances out at a celebration or different pastime. Or has she said that she rather loves a particular junk food yet not often eats it because of "her eating routine". She'll keep in mind your low-priced nicely although that out present a lot more advantageous than a inconsiderate intense priced merchandise

I think a gift of your time . If she is a busy person, and is always on the go. is there any small errands you can do to make more time for her. I know she can buy any thing she wants but you cannot buy a real friend, and you being there for her is priceless.

she should like whatever you give her but instead of trying to give her a gift take her out to a fun place like club or somewhere . a place to have fun at for a day or get togehter with her parents and throw a birthday party out of town where yall could have fun but if she was your best friend she shouldnt mind what you give her . or if your older go out to a club and have drinks

A night out with drinks? Dinner out? Something simple, since she has everything already.
