I have a 9 volt charger/power supply for my radio. Will this charge an IBM Thinkpad 390 laptop without any damage. The laptop battery is 10.8 volt

Probably not as the current demand for a laptop is quite high, in fact very high compared to your radio. So the chances are that you would blow the power supply. Plus it would have to have the same connector and be the same polarity i.e. positive on the middle pin, negative on the outer collar (or visa versa).

In addition to the current demand, in order to charge a battery the supply voltage always needs to be slightly higher than the battery, so in order to charge you 10.8 volt battery you would need around 11.5 volts.

No. The 9V charger will only charge the battery to its capability (providing the current output is sufficient. I suggest you log on to the IBM website and request a proper charger for the 390 series Laptops. Otherwise the battery will be damaged or will develop 'memory' (i.e. will only charge to the amount of the charger used.)

no it has to be over 10.8v to charge.
a 12v charger would do it. You can buy a universal laptop charger that has changeable plug connectors and changerable voltage. If you set the voltage too low the laptop will not charge up.
This charger can be very cheap and a good investment. They do a car version but don't pay more than £25 or you are been ripped off. I have seen them for around £100 - this is just a stupid price to pay.

I wouldn't suggest you use it. It can cause damage by under charging it.
