A high strung person does not relax. They get upset over little things. For example, I stress out over what to make for dinner, but if I can't pay a bill, I can deal with that easier. Most high strung people have a higher than normal blood pressure, and a higher tendency to develop stomach ulcers related to stress. They may have problems sleeping, too.

Means that the horse has a high level of energy and probably needs a more experienced rider and is spooky. But not all Thoroughbreds are like this, some are pretty relaxed it just depends on the horse, for example i could have any breed of horse that is high strung.
