i'm sure he'll do just fine.
good hygiene housings, low drugs problems, low crime, high security, good food, & multi-cultural society.
its an ideal environment for education. many young singaporeans didn't know how to appreciate the education system in singapore, because they are not thrust into the practical, ambitious society yet...and i mean, comparing to china, japan, hong kong & u.s market.

Singapore to study computer science, huh. Why not go to an American affiliated University in Japan instead? If you want to get the best of something, go for it and not go out of your way just to settle for something less.

I know that cost of living is a factor but if he's gonna go out of the country, to study computer science, send him where he'll get the best of the best, unless he's going to Singapore for his own private reasons.

It's like going to Ecuador to buy coffee when Colombia is right around the corner.

in today's global market, china is moving along at 100 mph. If your son wants to learn the language and study the markets then I admire his decision

Happy to oblige: Don't do it! Stay in the United States, if you're already there. The world is too dangerous right now to travel when you don't absolutely have to.
