If they are working you could "cycle" them with ignition switch several times to get the chambers "hotter" to enable starting!
There is a timer in the circuit, (I don't know where, - as I am Not a Rover owner), -I would think that the timer is separate! It would not seem logical that it would be in a "computer(if you have a compouterized engine management), as that would require changing out of a whole expensive unit because of a "small " problem!

I have owned a number of diesel cars in the past, and - the last one a Mazda, - had the timer in the voltage regulator of the alternator!

It would be to your advatage to buy yourself a Haynes auto repair manual (I like them the best), - there are several others! If you get a manual including your year and model (included in a series of vehicles per issue)...... they will tell you how it works, and how to troubleshoot, - plus where the components all are! It will save you time and money in the long run!!

hi there there is a timing mechanism in the glow plug cicuit normaly they they work fine the timing cannot be altered and can be expensive to replace if faulty what i do is convert the system to manual i instal a wire from the ignition feed to a heavy duty pus button switch then connect switch to the glow plugs pretty basic but works very effectively and you can control the length of time the glow plugs operate jock
