Call or go in person to the school office and begin there. Ask how you would qualify for a "scholarship" to help defray expenses. Simply explain you can't afford the cost because of your financial position. There are ways through either the school system, the district, or someone that has set up a fund for such circumstances.
Just to let you know, if you want the children to attend a summer camp, there are loads of organizations that help people send their children to summer camps. The newspaper runs campaigns asking for donations early on before summer school begins, and you would most certainly qualify for such a cause.
