I think that the text tells you everything you need to know about Peter's costume. He's a young man who has finally attained the age where he can go out to WORK and help support the family. His father gives him some of his own clothes to wear. So...if I were putting together a costume for Peter, I'd want to make sure that everything was at least a size or two TOO LARGE. He should, in fact, look a bit silly...except for the fact that he is so PROUD to have become a "man," in the sense of being a wage-earner.
