If someone has your IP address can they track you down?

They can easily find out who owns the IP address block that IP resides in, by using the regional network centres lookup databases.

If you have a small, local ISP, own the IP block yourself, or you are using the connection of somebody that owns the block, such as a company or school, this would give somebody a bit more information about where you might be.

If you are using a normal, large ISP, they can track it to the ISP only.

You cannot hide your IP address, as nothing can communicate with you if it doesn't know your address, it's where you are on the network (internet in this case). You can use a proxy server, that would handle requests on your behalf, so the final destination doesn't see your address, but not all proxy servers are for anonymity and pass your details on, and they slow things down if you trawl the internet for free ones.

You can use software or websites which provide proxies (fake IP), but in fact, there is no actually very good way to hide your IP because in some sites, there is a technology to find the real IP.

Using dynamic IP can be a good way, but you have to pay and the rank of IP isn't many.

it is not possible always.
if you know tcp/ip model.
all responses of your requests must back to you.
in some cases for some services such as HTTP and FTP you can use proxy server that can hide your real ip but some ISPs has a HTTP catch server that override all proxy servers and execute your request yourself therefore your ip don't change.

It really depends, they would have to go through the ISP who gave you the address and they usually have things to stop them from tracking you down.

Yea go on here http://www.hidemyass.com/ then type the website you want to go to into that box then it will browse like normal but will hide your IP address.
