I saw this in a t-shirt. It's a Letter A imposed on a Letter O. Or just see this pic that I made (it's not a replica of the symbol but it looks like that) if you don't get what I mean.

The Circle-A is almost certainly the best-known present-day symbol for anarchy. It is a monogram that consists of the capital letter "A" surrounded by the capital letter "O". The letter "A" is derived from the first letter of "anarchy" or "anarchism" in most European languages and is the same in both Latin and Cyrillic scripts. The "O" stands for order. Together they stand for "Anarchy is Order," the first part of a Proudhon quote

Anarchy is sort of a self-government, or at least a government w/o a leader (president, king, etc...) "One who practices anarchy does not believe in political or moral authority, but may believe in voluntary leadership."

I'm not sure if its the same symbol we're talking about but I think you're asking about the symbol for anarchy...which is basically a school of thought that rejects the idea of any form of government.
