Sorry -- no one can control the elements. Even practiced and wise practitioners cannot control elements. They can only exercise control over their own behaviors and the events that surround themselves, not something that Nature controls.
Besides, why would you want to? If you control the Rain, it will cause a drought someplace else. If you control the Sun, it will cause a flood in another place.
Some things are better left alone. If you are serious about studying astrology and the metaphysical, read a LOT LOT more, before you start posting questions like this one, because it's obvious that you are not ready.

You will mix well w/air but not water, earth takes a bit of getting use to. It is what is written in a book, I am an aries and I get along w/strong people who know what they want, the ones that stand around whinning about a situation just tend to make me angry. You know the drill. lead follow or get out of my way...
