Sorry to tell you, but anywhere that has a winter that mild is going to have a very hot summer. I don't think you're going to find your ideal new home on the east coast. I live on the SC coast and our winters are mild, but the summer temperatures are in the 80's and 90's. Even in VA, temperatures are high and their winters are too cold for your requirements. Good luck in your search.

There isn't anywhere that meets your requirements on the east coast. I live in Virginia and the winters are usually in between 20 and 75 degrees but the summers get over 100. I would just stay where you are.

Cobb County. cities like Kennesaw, or North Cobb, East Cobb, West Cobb (lost Mountain, Powder Springs, some parts of Smyrna, Austell, Vinings, Marietta). outstanding colleges, sturdy function fashions - and nonetheless close to to Atlanta. Emory is a tremendous college (Grady and Crawford lengthy hospitals). there is Morehouse college of medication (Grady well being facility) and a traditionally black college. Macon has Mercer college which has a good clinical college and is linked with Georgia Baptist well being facility in Atlanta. The clinical college of medication in Augusta (Eugene Talmadge Memorial well being facility in Augusta). Georgia State college, Georgia Southern in Statesboro and Kennesaw State all provide draw close's ranges in Nursing. Dunwoody and Sandy Springs - not my well known places (my father lived in Dunwoody for 35 years and that i lived in Sandy Springs earlier it became coated). you'll discover sturdy colleges, in spite of the indisputable fact that the range component isn't something which will knock your socks off and what I call the "stepford component" is in complete play. i imagine you'll discover that there are undesirable crowds no matter the position you move - even the tiniest cities have the elements you describe, your brother ought to pick his acquaintances properly - and that is something you may't do for him or safeguard him adversarial to. i'm not keen on Henry and Gwinnett counties :P
