A Filler; Its an episode [or quite a few] that take place in an anime to create more tension to the storyline [and in example of Naruto, the fillers are used to create more time due to the Naruto storyline is developed in the Manga, so the Anime series needs to wait for the Manga storyline to further more, otherwize if the Anime over-took the Manga, there would be no storyline.] Fillers don't usually have anything to do with the main plot of the story, its irrelivant - but saying that, fillers give you a chance to understand more about the characters and/or the situations in the anime.
Naruto has somewhat about 70 - 80 filler episodes [I watch the show every week, and have lost track] But without them filler episodes, you dont get half as much information on the characters development.
So overall; Fillers are irrelivant. But they give you oportunaties to watch the Anime develop more and more. Some fillers serve just to give you a good laugh.

Because you can tell a lot more of the story in an anime episode than in an manga, when an anime follows a manga, it ends up catching up with the manga story and then overtaking it. so to give the manga writers more time to write manga and make the story longer, they make anime episodes that aren't shown in the manga, kinda like side stories, Naruto is terrible for this, something like 40+ filler episodes. most people hate fillers but they're not always bad, you can learn more about the characters and see fun episodes. but once the manga has gotten far enough ahead, they stop the fillers and go back to the main stories. Filler=side story that does not follow the manga, giving the manga writers enough time to write more

Fillers are there to show the progression of time and to increase character depth and background. People say they are useless, have no purpose, and suck... well some do, but alot are there for a reason. Like in naruto's case, some of the episodes are setting up for the story. For instance, one episode talked about Naruto's weakness to genjutsu, and in the manga's, Naruto learns to somewhat-defend against this.
Basically they are to progress time though. Again, with Naruto, there is supposed to be a three year gap almost in between the time the story ends and the fillers begin, and the time the fillers end and the story begins.

A filler is when they put in an episode that doesn't really further the plot . Kind of a way to take up time and make the series seem longer . Similar to a recap episode which is where they heap short amounts of previous episodes together ( it's mainly used for those who are new to the series and don't know what's happening )

Fillers are quite evil, in my opinion. In Naruto, TWO SEASONS (that's about 54 episodes) of fillers were put in so that "the manga could progress more". Fillers are meaningless, often quite annoying, episodes that have no relevance to the story line. They're just there to be there, and you don't really get much out of watching them, in my opinion.
