When you buy a diamond at any of these places, they are real diamonds. Diamonds are priced based upon the three C's. Carat, clarity, and cut. You can buy some pretty impressive looking "eye-clean" stones relatively reasonably. You start moving into the bigger money, the more perfect the stone is.
I know that Penney's has a program where, when you buy a diamond from them, if in a couple-few years you want to trade up they will let you bring back what you bought from them to apply to a larger/more expensive piece of jewelry. Which is a show that they are confident in the value of the pieces they sell.
It is a good place to start for young people. Jewelry retail is usually priced at three times the wholesale, so, the retailer can have a half-off sale and still realize a profit. I do not begrudge anyone making a profit... It is the American way! but I will never pay full retail for any piece of jewelry, anywhere. Even the fancy jewelry stores have negotiation room and still make a healthy profit.
But yes, you are safe buying from Macy's or Penney's or Sears. I am not familiar with the product from Kohls, so I cannot advise you there.

Sure, it is safe to buy from the "big stores". If you're making a serious diamond purchase, they should be able to provide documentation about the diamond that you're buying.
Unfortunately, the employee at the store might not know too much about the product. Usually, a store such as JC Penney isn't going to trust the jewelry counter with just anyone, so you'll probably have good luck.
Check out Consumer Report type web sites and see what others have said about the store you're looking at.

It's "safe", but most of those stores and their sales people are not well versed at the three qualities of diamonds. Color, clarity, and carat. They will tell you that it's a 1 carat diamond, but not that it is a : "VS" grade - color G-H, etc. But be careful, many jewelers won't even tell you unless you ask. Learn a little about diamonds first and ask the right questions where ever you shop.

Only if you are given a certificate of authenticity that it is a diamond, its weight, clarity, cut and value. If they do not wish to do this, then you do not want to buy it there. Go to Amsterdam and buy one (but you will have to smuggle it home) or a reputable diamond merchant in London.

I should imagine so, I doubt they would want a bad reputation of selling junk, guess the safest bet is to ask for a certificate of authenticity, if they can't provide you with one, then you have your answer.
