In 1862, France had claimed the entire Mississippi River Valley then Spain had claimed the land west of the Mississippi River Valley in 1763, which they later lost under pressure where France reacquired their territories in 1800.

Looking back on the history, French explorers Louis Joliet and Jacques Marquette began exploring the Mississippi in 11673 and in 1862, René Robert Cavelier, Sieur de La Salle and Henri de Tonty has claimed the entire Mississippi River Valley for France.

French and Indian War caused France to loose all its territories on the North American mainland. As the result, The Treaty of Paris in 1763 was established where France gave the Kingdom of Great Britain rights to all land in the valley east of the Mississippi and Spain rights to land west of the Mississippi. Spain also ceded Florida to England to regain Cuba, which the English occupied during the war.

In the second Treaty of Paris, which ended the American Revolution, Britain ceded West Florida back to Spain to regain the Bahamas, which Spain had occupied during the war. Spain then had control over the river south of 32°30' north latitude and, in what is known as the Spanish Conspiracy, hoped to gain greater control of Louisiana and all of the west.

These hopes ended when Spain was pressured into signing Pinckney's Treaty in 1795. France reacquired 'Louisiana' from Spain in the secret Treaty of San Ildefonso in 1800. The United States bought the territory from France in the Louisiana Purchase of 1803.☺

There were a multitude of claims to land west of the Mississippi. From the French & Indian War to the Louisiana Purchase, most of it was claimed by France. Large portions to the west of "Louisiana" (which stretched from modern-day Louisiana up into Canada and across most of the midwest) were claimed by Spain, then Mexico when it gained independence. The very western coast was claimed by a mixture of Spain/Mexico, Britain, and Russia, though Russia ceded it's claim relatively early and the British claim was hashed out with the division of the Canada/US border at that point (see the history of Oregon/Washington.)
