if a goverment does not protect basic rights of the people it governs, what do the people have the right to do?

Right of the People to alter or abolish it, and to institute new Government, laying its foundation on such principles, and organizing its powers in such form, as to them shall seem most likely to effect their Safety and Happiness.☺

It does not matter, the real answer comes latter in the Constitution, you have the right to amend it.

They have the right to overturn the govt. Which is exactly what happened in the last election.
