the glass looks clean but if go up close to the glass you can see the stains

If it is actually cement deposits you could try:-

HG Hagesan Cement Grout Film Remover or
HG Hagesan Cement, Mortar and Efflorescence Remover

HOWEVER - if what you are trying to deal with is cement etching on the glass - which makes the windows look dirty - then believe me there is nothing that will get it off - I know from bitter experience and MANY hours of trying. We had building work done and cement dust got on two of my downstairs windows and wasn't washed off before the cement etched the glass - BIG MISTAKE !!!!

Depends how long ago the window was put in. If it was put in recently, leave it to settle in a bit before you go scrubbing it. A good glass cleaner should get the streaks off and if you need a bit of abrasive, use something less harsh such as chalk or bicarbonate of soda.

Moisten it with water and then use the spatula to peel it off. Be careful and don't press too much on the glass. A gentle touch is enough and it wont leave the scratches.

when you use a razor blade(not a razor you shave with, just a plain blade) in combination with lots of moisture, a foaming cleaner works best(arisol glass cleaner, wal-mart sells a white CAN by sprayaway), or lots of water/windex, you can clean glass perfect without scratching it. move the razor in one direction, not back and forth. this is the method(and the cleaner) we use in the glass industry to get out stubborn "stains".

Try vinegar and a Scotch-Brite pad, or similar scrubby thing. The acidity of the vinegar should cut the cement and it's a good window cleaner.

if your windows are NOT coated with UV protector, you can use muriatic acid to take the cement off the glass, muriatic acid disintegrates concrete but will not harm the glass. ( make sure you use a mask and gloves when ever you touch this acid).

10% vinegar & soap solution, keep applying, the sooner you you start the better. scrae off w/ fingernail / credit card...... a metal tool will scratch , especially if it is tempered glass!
the acid in vinegar is enought to eat into the concrete & not damage you oor the window & surroundings!

a sharp flat blade is best, pressed hard against the glass. DONT EVER SCRUB! This will scratch the glass and ruin it forever.

you are very careful you could use a razor blade this is good removing alsorts including paint
