Can't find out who the second last person he hanged was, but the last one was Norman Green. Pierrepoint also hanged the last man to be executed in the Republic of Ireland, as well as the last woman to be hanged, Ruth Ellis.

Albert’s last execution was that of 25 year old Norman Green at Liverpool’s Walton prison on Wednesday the 27th of July 1955. Green had stabbed two children to death in separate murders in 1954 and 1955.

He was also responsible for the execution of Michael Manning, a 25-year old carter from Limerick who on April 20, 1954, became the last person to be executed in the Republic of Ireland. He had been found guilty the previous February of the capital murder of Catherine Cooper, a 65-year old nurse, who worked at Barrington's Hospital in the city. (Link 2)
