Hello,
Firstly, you have to design a website, or get it designed or purchase a ready made template. You can build your website through the following softwares :-
1) Microsot front page
2) Macromedia dreamweaver
3) HTML Programming
There are lots of more methods, but these are cool and easy to use sotwares.
Now, when your website is ready to be published, you have got 2 option,
1) To spend money
2) Make it for free
If you want to publish your website for free, then you can go to the following website, and register to get a free webspace / website :-
www.esmartstart.com
Now you can upload your files to the ftp address through the software called Cute FTP which can be downloaded from download.com
Your website is ready for free!!
Now the second option is when you have to spend money, You will have to buy a domain name which would cost you around 15$, and a webspace which would cost you around 100$ per year. You can upload your files and get a proper dot com and not a subdomain.

This is pretty simple - but others will tell you it's difficult.
1. Choose a solution provider to host the website. I would suggest 1and1.com as they have very good prices and their downtime is basically none.
2. Choose a software to layout the website. I would suggest FrontPage as it is very easy for a beginner. You can purchase website template from http://www.dmtemplates.net.
3. Edit the webpage to your liking and upload via ftp or through FrontPage you "publish" the website.
It's really pretty easy, but companies are out there making a fortune because people really don't know how simple it is.

if u are a begainer u should try with fronpage,but beter if you know html.theres lot of host are totaly free..i think you should try with cjb.net though it will show ........(your web add).cjb.net..but they have also very cheap deal..
