Bush. At the end of the day he is supposed to be an elected leader of a free, democratic nation, whereas with Putin and Russia you know what you are going to get, a face value democracy with totalitarian ideals. Therefore Bush is more menacing because people have elected him

Vladimir Putin poses a threat to his own people, possibly to neighbouring people too. On the other hand G.W. Bush is menacing for the entire humanity, not only because he is the head of the only superpower, not only because his mental capacities are low indeed but further because his bosses are very, very greedy. So no question about it.

Vladimir Putin is, for one he is a former intelligence agent so I think he might have some physical courage that is sorely lacking in G.W.. Second, it seems that he is own man which right now seems to make him more of a menace. G.W. is ignorant which makes him dangerous, but at this time he seems to be more of Cheney's puppet than anything else.

In my opinion it has to be Putin, unlike Bush (who is a complete idiot with an IQ of an amoeba...) Vladimir seems to be very intelligent, and totally menacing! Fortunately he doesn't have quite as much power as Bush (how this man ever got to be president is beyond me, it seems like family connections have a lot to account for...)

in a room alone with them I would say putin at least he has the brains to do something more than drool. But having an idiot in charge of a nation is the scariest thing ever so maybe bush as he is dangerous without knowing
