It is a Doctor Who spin off, I forget it's on all the time but catch it occasionally late on a Sunday night on BBC 3.
It's about an intrepid band of people who solve things to do with extra-terrestrials and other weird stuff. Stuff so weird if the general public ever found out about them there would be widespread panic.

Torchwood is a 13 episode spin-off series of Doctor Who. It is like an adult Doctor Who. There are 6 people who are and were in Torchwood. There is Captain Jack Harkness, who is the leader of Torchwood 3, Owen Harper who has a crush on Gwen Cooper and is a computer genius as well as some other people at Torchwood, PC Gwen Cooper, now quitted her job as a police woman to become a Torchwood 3 member, Ianto Jones, who is really the butler and he provides a calm atmosphere apart from episode 4 when Torchwood discovered that he had kept a half-converted Cyberwoman in their basement, Toshiko Sato, who is the best in Torchwood about computers and finally Suzie Costello, who killed herself on the first episode, Suzie obsessed with the alien devices that come into Torchwood's hands.

Yes, it is a spin off from Dr Who - Captain Jack was a character who appeared in the show. It's on at 10pm on a Sunday, and repeated on Friday at 9pm. It's not for children - rather gorey, and sex scenes too!

It's on Sundays on BBC3 at 10pm. It's a Dr.Who spin-off, but it's aimed at a more adult audience as there's more blood, gore and "mature" themes running thru it. That's why it's on after the 9pm watershed.
It features Capt.Jack who runs the Torchwood facility. You may remember that from last season's DW. He will make a return appearance in next year's DW to explain how he's in Cardiff at T/W. Expect plenty of character crossovers.

It has been refereed to in various episodes of Doctor Who from Christopher ecclestons Doctor, through to David Tennant's Doctor.
Torchwood is an institution headed by Captain Jack Harkness, who first appeared in the Doctor Who episode "The Doctor Dances" and was killed by the Dalek's in "The Parting of Ways" but was bought back to life by Rose Tyler as she become the Badwolf, which Jack states that he now cannot be killed because of this.
