Don't. Approaching when scared is a mistake.
Women are very sensitive, and, I promise you, fear is not one of the things that attracts them. A stammering boobie may be cute in the movies, but, in real life, don't be surprised if it's mistaken for some sort of mental illness.
Also. Most women can instantly sense a man "on the hunt", posing, primping and faking, and will not only turn the other way, but they seem to have an alarm system that other women can read.
A certain modest shyness can be very 'hot', I'm told, but your friend would probably be best advised to relax, go places and do things that he honestly enjoys. Get him to take up Origami. I have been folding for many years and have no problems attracting lots of interest - the bulge in my pocket is a box of paper, and when I pull it out and get started, the girls just love it.

If he likes sports, then try to see if she likes sports too. If she likes gaming, skateboarding, surfing, etc. then ask her if she likes that stuff. I hang out with a whole bunch of guys, and one of them is shy. I tell him to open up once in a while and act like himself.
