Keep the windows open, make sure that you have screens on the window.
Have your windows tinted.
You can actually have two fans one in take the other exhaust.
But, like you said only "a" fan then you can use it as an in take. Let it suck in the cool air.

When I was a kid, we had a window fan. It was huge and was located in the center of the house. The fan blew the air out and we would open a window about half-way in whatever room we wanted cooled. That way the fan sucked the air from outside (fresh) into the whole house. People also use these in the attics (attic fan). You can achieve basically the same thing with a commercial type box fan in your window. In low humidity areas, this will work fine. If you're in high humidity, I think I'd go with an AC unit! if you have a window fan, put it in a window not in the bedroom. Try the living room. Point it so it blows out. open only one window in the bedroom. wait till the sun goes down and turn it on. It will draw in the cooling evening air into a hot building and will pass over you while you are sitting or in bed. As the night wears on it will get cooler.

Put the fan in a window facing the outside to suck the hot air out. If it is a ceiling fan keep it on the lowest speed, so it doesn't push the hot air back down.

they have small 5000 to 10000 btu window units, enough for 1 room. cost about $ 100.00 or less, & if you open a home depot card, they'll give you $50.00. so you're only talking about $ 60.0 - $ 75.00 bucks!! no excuse for not buying one!

Wet a blanket & hang it infront of the fan .. repeat if ness. Or if its really really hot, wrap urself with the wet blanket
