Every generation adds new and unique twists to pasts gens. They also twist and distort.
The First were great. Sigel & Shuster, Lee & Kirby, CC Beck, Bob Kane & Bill Fingers, Simon & Kirby.
But currently, the works of Grant Morrisson, Frank Miller, Mark Waid, Alan Moore, and Geoff Johns have paid great tribute to the works of the past while still expanding upun those writings.
The inverse can be said about Mark Millar and Judd Winick, neither of whom have failed to soil the work of the past masters whenever the chance has arisen.

Sometimes a writer can come out of obscurity to sudden brilliance. Kurt Busiek comes to mind. For years he was writing sub-par drek. Then Marvels comes out, and the comic community wondered if he actually had this in him the whole time. His stuff has taken a giant leap ever since. But other than Astro City, nothing hits the same level as Marvels.

Alan Moore is definately one of the best, if not THE best. He did Watchmen and V for Vendetta which are two of my all time faovrite graphic novels.

Coming in second is Frank Miller of SIn City and Dark Knight Returns.

Will Eisner. AND I got to meet the man about 15 years ago. After that I'd say Harvey Kurtzman, Al Feldstein, Gardner Fox, and (shudder) Stan Lee.
