is this normal, they've been there since i've started puberty and when i urinate it often runs down my leg because of them

Seriously you need to see a doctor.
Firstly that little tube inside your slit does have hair in it, but they are microscopic - so you will NEVER see them.
That means you must have got hair in there at some stage. This needs to be removed by a doctor because if you tug them out you can rip that tube, which you may not feel happen, but it will kill your child bearing chances!
Also you need it removed for one other important reason. If that hair gets infected (and think of the bacteria inside your penis - it is going to sooner or later) this infection will rapidly spread through your reproductive system causing major damage or pain.
Also you have piss running down your leg. That is not cool.
See a doctor. Book in as soon as you can.

Cut/trim them. Puberty and urine running down the leg do not any thing common in them.

Dude, your yogurt cannon has a built in french tickler! Next time you give your gf's wormhole to the crab nebula a nice hot beef injection, ask her how it feels. That is an odd place for hair to grow...anyway, cut them, or if ur feeling exceptionally brave, pluck them with a pair of tweezers. I'd go the first route, though. It's a sensitive spot to be using tweezers on.
