Hey Chris: What are you saying? You can't plug your chimney if you have things like your water heater that's gas, or a furnace that's gas:going into it are they? make sure. Electric: If so then it's O.K. Then, there should be a damper in the chimney, a rod that sticks down in the chimney, look up the chimney. pull it it should move toward you then you'll feel the drought (DRAFT) stop. Or a chain. Pull the chain, the same thing, the draft stops. or put piece of ply board in front or cardboard.

Cut a piece of fiberglass insulation from a fiberglass batt that is just slightly larger than the area at the top of the fireplace where the damper is. Just tuck it up there and it will hold in place with no problem

Use the fiberglass that has the paper moisture barrier on the back. That makes is stiffer and easier to stay in place.

I've done this in every house we have lived in and it works great.

I would suggest you put a lamp or a light bulb in the fire place
The heat generated by the bulb would prevent the cold out
Hope this would be of some help to you

If you don't have a damper then you can cap it outside as long as you are not using it. If you cap it, remember that it is capped cause if you try to have a fire it will smoke you out.
